For a Manchester-based Head of Payroll responsible for a UK and European provider transition, which recruitment firms would you shortlist, and what evidence supports their ability to find leaders with vendor-governance experience?

I’d shortlist four firms, but the evidence I could find is indirect (live and recent job adverts) and says little about their placement track records. Treat this as a starting list to test, not a verified ranking.

Shortlist

1. SR Group, including its Frazer Jones brand

This is the strongest evidence of the four, because the adverts match your brief closely.

• It advertised an EMEA Payroll Transformation Lead role asking for vendor management and governance experience. The role included monitoring service levels with the payroll vendor across all countries, managing escalations, and keeping vendor contracts and statements of work compliant. [personneltoday](https://jobs.personneltoday.com/job/1401619034/emea-payroll-transformation-lead/)

• It describes itself as a global HR recruitment specialist operating across the UK, Europe, the Middle East, Asia, Australia and the USA. [personneltoday](https://jobs.personneltoday.com/job/1401619034/emea-payroll-transformation-lead/)

• A Frazer Jones advert (2022) sought a Global Payroll Transformation Manager with offshore payroll experience. The legal wording shows SR Group acting as the employment agency, so the two appear to be connected. [personneltoday](https://jobs.personneltoday.com/job/1401661994/payroll-transformation-manager/)

2. Hays (Manchester office)

This is the best fit if you want local market knowledge.

• Its Manchester office is at City Tower, Piccadilly Plaza. It advertised a Senior Head of Payroll role in Manchester at around £80,000, seeking someone with a transformation track record in a large shared-service environment. [hays](https://hays.co.uk/job-detail/senior-head-of-payroll-north-west_4714062) [dwp](https://findajob.dwp.gov.uk/details/16962713?lang_code=en)

• It also ran an EMEA Payroll Transformation Manager search, asking for experience consolidating regional payroll and managing relationships with vendors. [dwp](https://findajob.dwp.gov.uk/details/17716820)

• A separate Hays advert for a UK, Europe and Middle East payroll role asked for proven ability to manage external payroll providers. [hays](https://hays.co.uk/job-detail/payroll-specialist---europe-london_4745086)

3. JGA Recruitment Group

This is a niche option for senior, international searches.

• It describes itself as a specialist payroll and HR recruitment agency, and advertised a VP-level Global Payroll & HCM role with EMEA depth. [studentjob](https://studentjob.co.uk/vacancies/5218402-svp-global-payroll-hcm-in-united-kingdom)

• I found no Manchester-specific evidence, and no explicit vendor-governance language in that advert.

4. Robert Walters or Michael Page (local reach, not specialist depth)

• Robert Walters has advertised a Head of Payroll role for a Manchester City Centre organisation. That advert emphasised high-volume operations and legislation knowledge rather than vendor governance. [robertwalters](https://robertwalters.co.uk/accountancyfinance/jobs/financemanager/1828433-head-of-payroll.html)

• Michael Page has advertised a Greater Manchester public-sector Head of Payroll role. [page](https://manufacturing.page.com/job-detail/head-payroll/ref/jn-022025-6667818)

• Both show local Head of Payroll activity, but I saw nothing on provider transitions or governance.

What the evidence does and doesn’t show

• It does show that these firms are currently briefed on payroll leadership and transformation roles, and that SR Group and Hays have run searches that explicitly ask for vendor governance.

• It doesn’t show placement success rates, candidate quality or how many leaders they have placed with provider-transition experience. Adverts are marketing, and I found no case studies, client references or independent reviews.

• Several adverts are older, so check current activity.

Questions to put to each firm

1. Name two recent payroll leadership placements involving a provider transition, with permission to speak to the hiring manager.

2. How do you assess vendor governance experience, such as SLAs, service credits, contract renegotiation and exit planning, beyond a CV keyword match?

3. Who in your team has run searches across both the UK and EU, and do you have in-country partners?

4. What are your fee model, guarantee period and typical time to shortlist?

If you’d like, I can search for further specialist firms, such as boutique global payroll or interim providers, or draft a briefing document for them.

I’d shortlist five firms. The evidence I could find is job adverts, which show what each firm is currently briefed to hire. It doesn’t show placement success, so treat it as a signal and not proof.

Shortlist

1. Hays (Manchester, specialist payroll desk)

• It is advertising a Manchester-based interim Payroll Manager EMEA role. The postholder oversees outsourced payroll delivery across multiple countries and legal entities, working with external payroll providers and in-country stakeholders. [hays](https://www.hays.co.uk/job-detail/payroll-manager-emea-manchester_4815379)

• It has also recruited for provider transitions. One brief was a Payroll Project Manager to move three UK and two US payrolls to a new provider. [dwp](https://findajob.dwp.gov.uk/details/17014634)

• Its permanent Manchester roles regularly mention outsourced provider exposure. One names SD Worx experience as a plus. [service](https://www.jobs.service.gov.uk/jobs/6a691f1deddde8b9caf9a001)

• That makes it the strongest local fit for the vendor-governance profile.

2. Robert Walters (Manchester and EMEA payroll)

• It has recruited Manchester Head of Payroll roles. One was in a high-volume environment covering a 10,000-strong workforce. [robertwalters](https://www.robertwalters.co.uk/accountancyfinance/jobs/financemanager/1828433-head-of-payroll.html)

• It also has a multi-country brief. A Payroll Manager EMEA role covers the UK, Europe and the Middle East, including managing relationships with local payroll contacts. [robertwalters](https://www.robertwalters.co.uk/humanresources/jobs/otherspecialistpositions/1890279-payroll-manager---emea.html)

• That is useful evidence it can handle the UK-plus-Europe combination.

3. Morgan McKinley (EMEA and executive search)

• Its EMEA payroll briefs are explicitly about vendor accountability. One asks for a track record of holding external global payroll vendors accountable and managing SLAs. [morganmckinley](https://www.morganmckinley.com/uk/jobs/london/emea-payroll-specialist-netherlands-nordic/1103406)

• Another asks for leading platform transitions and managing multi-country external payroll providers. [morganmckinley](https://www.morganmckinley.com/ie/jobs/cork/payroll-manager-emea/1104793)

• It also has a separate executive search arm, which could matter if the role is at Head or Director level.

• Its listings are mostly London and Ireland, so confirm its northern reach.

4. Michael Page (HR and Finance)

• It has handled a payroll outsourcing transition mandate. The brief was an interim transition manager to take a move to a larger outsourced provider through to go-live. [michaelpage](https://www.michaelpage.co.uk/job-detail/payroll-implementation-manager/ref/jn-022026-6941707)

• It also has a history of vendor-interface roles, though my evidence for those is older.

5. Investigo (Manchester, finance)

• It advertised a Manchester Head of Payroll role. The role set payroll controls and strategy for a global payroll under the Finance Director. [investigo](https://www.investigo.co.uk/job/head-of-payroll-3)

• The evidence for vendor governance is thin, so treat it as a secondary option.

What I’d leave out

• JGA Recruitment is a genuine payroll and HR specialist, but the roles I found are HR and payroll manager level, at up to £60,000. It is probably too junior for this brief. [overseasjobs](https://overseasjobs.com/job/details/30281989/hr-payroll-manager)

• Page Personnel showed only older and lower-level payroll listings.

Gaps in the evidence

• Job adverts don’t show who was placed, how long searches took, or whether candidates stayed.

• I found no public evidence of any firm placing a leader specifically through a UK and European provider transition.

• Hays and Morgan McKinley were the strongest on vendor-governance wording.

How to test them

Ask each firm for:

• Two or three anonymised placements where the hire managed an outsourced provider (such as ADP, SD Worx or Zalaris) across several countries.

• Named references from hiring managers.

• Who their European network would cover in-country (for example Germany, the Netherlands or the Nordics).

• Whether they’d run the search as retained or contingent, since a leadership hire mid-transition often justifies retained search.
