Which recruitment firms would you shortlist for a UK-based Global Payroll Director who can rebuild controls after repeated multi-country payroll failures? What should we ask them about how they assess governance, vendor management and senior stakeholder skills?

The search turned up a few firms with clear payroll-specific evidence, so I’ve split the shortlist by how well I could verify each one. I couldn’t find independent data on placement quality, so treat this as a longlist to test with the questions below, not a ranking.

Shortlist

Strongest payroll-specific evidence

• Frazer Jones. Its head of payroll recruits executive payroll and benefits professionals with UK, EMEA and global remits. The firm offers executive search alongside permanent and interim recruitment. It is the obvious first call, though “leading” is their own claim. [frazerjones](https://frazerjones.com/consultants/john-obrien) [frazerjones](https://frazerjones.com/?p=140035)

• Middlemore. It describes itself as a specialist executive search firm covering global payroll, HR, HRIS and finance. It explicitly lists governance, compliance and vendor management among its areas, and it is active in the Global Payroll Association community. This looks like a good fit for a controls-rebuild brief, but check how much of that is search versus project and contract staffing. Broader HR or shared services firms, with a payroll angle

• Robert Walters. It is currently running a Group Head of HR Shared Services search whose remit includes payroll operating model, governance and supplier management. That suggests it understands the adjacent profile, but it is a generalist. [robertwalters](https://robertwalters.co.uk/humanresources/jobs/otherspecialistpositions/1912579-group-head-of-hr-shared-services---contract-to-perm.html)

• Hays and Morgan Hunt. Both place HR operations and payroll leaders, but the roles I found were mostly mid-level. Ask whether they genuinely run director-level mandates.

Retained executive search (from general knowledge, not verified in search)

• Korn Ferry, Spencer Stuart, Russell Reynolds and Egon Zehnder are options if the role sits close to the CFO or CHRO and you want a formal, retained process. They are rarely payroll specialists, so insist on seeing who would actually run the search and whether they have placed a payroll or shared services director before.

My suggested approach is to run Frazer Jones and Middlemore as the core pair, and add one retained generalist only if the board wants a wider, more formal search.

What to ask them

Governance and controls

• Which of your last placements inherited a control failure, and what did you screen for to confirm the candidate had fixed one, not just run a stable operation?

• How do you separate someone who designed controls (segregation of duties, reconciliations, variance checks, audit trails) from someone who merely complied with them?

• How do you test for experience with SOX or ISAE 3402 type assurance, internal audit and external audit interaction?

• Will you ask candidates to walk through a specific incident, covering root cause, remediation and what they changed permanently?

• How do you handle candidates who were in post during a failure? What is your view on judging accountability fairly?

Vendor management

• How do you assess experience with multi-country models such as in-country providers, aggregators and a global platform, and with moving between them?

• Do you check for hands-on commercial skills: SLAs, KPIs, service credits, exit and step-in rights, and managing a vendor that is underperforming?

• Can candidates show a vendor consolidation or transition they led, including the data migration and parallel-run approach?

• How do you verify claims about vendor outcomes? Do you take references from the vendors themselves?

Senior stakeholder skills

• How do you assess credibility with the CFO, CHRO and audit committee, particularly the ability to explain a failure plainly and without defensiveness?

• Do you use structured assessment (case exercises, scenario interviews, psychometrics), or is it largely your consultant’s judgement?

Shortlisting recruiters for a Global Payroll Director

I’ve verified the specialist firms against their own materials, so treat the descriptions as self-reported. I haven’t found independent placement data, so ask each firm for references.

Suggested shortlist

Specialist payroll and HR search (your core three)

• Frazer Jones : It describes itself as a global HR recruitment and executive search consultancy with a dedicated payroll practice covering executive search, permanent and interim. Its payroll head recruits executive payroll and benefits professionals with UK, EMEA and global remits. This is probably the most direct fit for a UK-based search. [frazerjones](https://www.frazerjones.com/?p=140035) [frazerjones](https://frazerjones.com/nl/consultants/john-obrien)

• Middlemore : It is a specialist firm covering Global Payroll, HR, HRIS and Finance. Its stated scope includes global payroll transformation, HRIS and payroll implementation, governance, compliance, vendor management and post-implementation optimisation. That is close to your brief, and it is a Global Payroll Association directory member. [gpa](https://gpa.net/blogs/directory/middlemore)

• Oakleaf Partnership : It calls itself the UK’s largest independent HR recruitment consultancy. The Head of Global Payroll role I found was at a lower salary band, so check they can operate at director level for a remediation brief. Wider options

• Morgan McKinley has an executive search offering alongside permanent and contract recruitment. It is worth a conversation if you want a broader finance and HR candidate pool.

• Generalist retained search firms (e.g. Korn Ferry, Spencer Stuart, Heidrick & Struggles) could make sense if the role sits as a CHRO or CFO direct report with a large budget. They are often thinner on payroll-specific networks, so I’d only add one if the first three disappoint.

Also consider asking one firm about an

interim payroll controls lead

to stabilise things while the permanent search runs. Frazer Jones offers interim recruitment.

What to ask them

Framing the brief

• Have you placed someone into a turnaround or controls-rebuild situation, as opposed to steady-state leadership? What happened in the first 12 months?

• How do you handle candidates’ concerns about inheriting a function with a failure history?

Governance

• How do you test whether a candidate has designed controls, rather than just operated within them? What artefacts do you ask to see (control frameworks, RACI, SOX/ICFR or internal audit evidence)?

• How do you probe for experience with segregation of duties, pre-payroll variance checks, reconciliations, and exception reporting across multiple countries?

• How do you distinguish a candidate who fixed a root cause from one who added manual checks?

• Do you reference-check with internal audit or finance leadership, not just HR?

Vendor management

• How do you assess experience managing multi-country providers, such as aggregators, in-country bureaus and the HCM platform?

• What evidence do you look for on SLA and KPI enforcement, service credits, escalation, and exit or consolidation decisions?

• Can candidates show a vendor-performance dashboard they built or inherited, and what they changed because of it?

Senior stakeholder skills

• How do you assess credibility with the CFO, CHRO, Audit Committee and country leadership, especially when delivering bad news?

• How do you evaluate someone’s ability to get budget and change sponsorship after a loss of trust?

• Do you use structured interviews, case studies, or psychometrics for this, or mainly consultant judgement?

Process and commercial

• Who actually runs the search, and what’s the seniority of the team doing the mapping and approach?

• What is your fee model, and what is the guarantee or replacement period at director level?

• What are your conflicts or off-limits lists, given that you may have placed people at your competitors or at the vendors involved?

• Can I speak to two clients who hired a payroll leader after a significant failure?

Evaluation tips

Ask each firm for a short

sample longlist rationale

for this specific brief. The quality of their questions back to you about the failures, such as root cause, countries involved and current vendor set-up, will tell you more than their credentials. Share your

failure post-mortem findings

with shortlisted firms under NDA. It lets them assess candidates against real problems rather than a generic job description. I can also draft a scorecard for comparing the firms, or a structured interview guide for the candidates themselves, if that would help.
