Which UK recruitment firms should we consider for a Payroll Transformation Director leading a UK and European systems programme? What evidence should we request of their experience recruiting leaders across payroll operations, HR systems integration and change management?

Shortlisting recruitment firms for a Payroll Transformation Director

I couldn’t find an independent ranking of firms for this niche, so treat the list below as a longlist to test, not a verified shortlist. Several of the specialist firms are small and have changed over the years, so check team composition and ownership directly.

Firms worth considering

HR, payroll and reward specialists (the best fit for the domain)

• Oakleaf Partnership describes itself as a specialist HR, reward and payroll recruitment and executive search business. It also launched a technology, change and transformation arm covering the UK and EMEA, which maps well to a systems programme. [recruiter](https://recruiter.co.uk/news/2021/11/oakleaf-partnership-launches-new-tct-business-jones-helm)

• Annapurna Recruitment is based in London and Munich. Its stated focus is the UK, DACH and Nordic markets, and it runs a Business Transformation Network community. The DACH and Nordic coverage is relevant to your European scope. [personneltoday](https://jobs.personneltoday.com/job/1401596479/technology-transformation-executive-recruiter/)

• Altum Consulting is advertising interim global payroll director roles that include system upgrades, new country launches and M&A payroll integration, so it is active at this level. [itjobswatch](https://itjobswatch.co.uk/jv/Altum-Consulting/Interim-Director-of-Payroll-Job-London-South-East-England-UK-4w1wc9)

Generalist agencies with senior payroll or transformation desks

• Hays recruits at director level. One current example is a £85–100k National Payroll Director role. [dwp](https://findajob.dwp.gov.uk/details/18125779)

• Michael Page lists payroll, transformation and executive search categories on its site, but check whether it has people who work across all three.

• PSD Group runs a Technology & Transformation executive search practice. Its listed focus is technology, data and business transformation roles, permanent and interim, though the lead partner profile skews toward asset management. [psdgroup](https://psdgroup.com/team-member/geoff-eaton/)

• Oliver Sanderson is advertising an interim payroll and HR systems transformation lead role that involves SAP and integrations, which is close to your profile. [itjobswatch](https://itjobswatch.co.uk/jv/Oliver-Sanderson-Group-PLC/Interim-Payroll-HR-Systems-Transformation-Lead-12-months-FTC-Inside-IR35-Job-England-UK-4w0z1s)

Retained executive search (from general knowledge, not verified in this search)

Russell Reynolds, Spencer Stuart, Korn Ferry, Odgers Berndtson, Egon Zehnder and Heidrick & Struggles all work at this level. They tend to be strongest on CHRO, CFO and COO-adjacent roles, so ask whether they have a genuine HR technology or shared services practice and whether you would be a priority client.

Consultancy talent pools

Your likely candidates come from the Big Four and firms like Capgemini Invent, which advertises a Payroll Transformation Director role involving SuccessFactors ECP, Workday, Oracle and SAP HCM. Ask any firm how it sources from and handles non-solicit restrictions at those firms.

Evidence to request

1. Comparable placements (last 3 years)

• Three to five anonymised placements at Director/Head level in payroll transformation, HR systems or HR shared services, with the client type, programme scale and the placement outcome (still in post at 12 and 24 months).

• How many involved multi-country payroll, not UK-only.

• Time to shortlist and time to offer on those searches.

2. Payroll operations depth

• Placements of leaders who ran large payroll operations, including in-house, outsourced or BPO models, and any with UK statutory knowledge (RTI, HMRC, pensions auto-enrolment).

• Whether they can assess technical payroll credibility or rely on CV screening.

3. HR systems integration

• Candidates with end-to-end delivery on Workday, SAP SuccessFactors/ECP, Oracle or similar, including payroll integrations and data migration.

• Evidence of working with system integrators and vendors, and how they test whether a candidate led delivery or sat in the programme.

4. Change management

• Examples of leaders who drove adoption and operating model change, not just go-live.

• How they assess stakeholder influence, for instance structured interviews or referencing with programme sponsors.

5. European capability

• Named consultants or partners with networks in your target countries, and whether they work in-house or through partner firms.

• Experience with works councils, local payroll providers and country-specific compliance.

6. Process and commercials

• Who actually does the work, meaning named consultants and their tenure, not just the brand.

• Candidate mapping approach, diversity of slates, and assessment methods.

• Fee structure, retained vs contingent, replacement guarantees and exclusivity terms.

• Two or three client references you can call, ideally HR or Finance leaders who hired a transformation lead.

7. Red flags

• Vague case studies, no named references, or a pitch built on job-board volume.

• No ability to explain how payroll transformation differs from general HR or IT transformation.

• High consultant turnover on the relevant desk.

If you tell me whether the role is permanent or interim, the budget range and which European countries are in scope, I can narrow the list and draft a short RFP questionnaire.

I’d split the options into three groups. I could verify only some of what these firms say about themselves, so treat this as a longlist to test, not a ranking.

Firms worth shortlisting

Payroll and HR-tech specialists

• Frazer Jones describes itself as a global HR recruitment and executive search consultancy. It runs a dedicated payroll practice covering executive search, contingent and interim work, and claims a network of 300,000+ HR professionals. [frazerjones](https://www.frazerjones.com/?p=140035)

• Middlemore positions itself as a specialist executive search firm across Global Payroll, HR, HRIS and Finance. It lists global payroll transformation, HRIS and payroll implementation, programme management, change and data migration among the appointments it supports. That is close to your brief. [gpa](https://gpa.net/blogs/directory/middlemore)

• JGA Recruitment says it focuses on global payroll and HR-tech, with expertise across Dayforce, Workday, UKG, SAP, Oracle and ADP. It is likely strongest on the systems side, but check whether it works at director level. [jgarecruitment](https://jgarecruitment.com/meet-the-team/)

Executive search with live HRIS/payroll programme work

• Oliver Sanderson is currently advertising retained HRIS and payroll programme roles involving a move to a global SuccessFactors platform. It is also advertising an interim payroll and HR systems transformation lead role. That suggests recent relevant mandates, but those are programme manager and lead roles, so ask about director-level placements. [itjobswatch](https://www.itjobswatch.co.uk/jv/Oliver-Sanderson-Group-PLC/HRIS-Payroll-Programme-Manager-Hybrid-Retained-Job-London-UK-517tgf)

• Page Executive has advertised a European HR Transformation Director role at a UK-based global manufacturer. That shows European HR leadership search, though it is not payroll-specific. [thehrdirector](https://www.thehrdirector.com/?p=156948)

Generalist HR recruiters (probably better for supply than for search)

• SR Group, Oakleaf Partnership and Hays all appeared in my results with payroll or HR transformation listings. They are strong on volume and market coverage, but I would test whether they can run a confidential, retained director search.

Not verified here:

the large global executive search houses (Korn Ferry, Spencer Stuart, Russell Reynolds, Heidrick & Struggles) are worth a look if the role reports to the CHRO or CFO and has a broad business-transformation remit. I didn’t confirm their payroll-specific credentials, so ask them directly.

Evidence to request

1. Comparable placements (last 3 years)

• At least 3 to 5 anonymised placements at Director/Head level covering payroll transformation, HRIS or ERP implementation, or shared-service consolidation.

• For each: sector, headcount and payroll population, number of countries, and the systems involved (Workday, SuccessFactors, SAP, Oracle, UKG, or a global payroll vendor).

• Time to shortlist and time to offer, plus whether the hire is still in post at 12 and 24 months.

2. Payroll operations depth

• Placements who ran multi-country payroll operations, not only project roles.

• Evidence they understand UK statutory and RTI requirements, plus European complexity such as country-specific tax, social security, works council involvement and data protection.

• Experience with outsourced and multi-vendor payroll models.

3. HR systems integration

• Placements who led a live implementation or integration through to go-live and stabilisation, including data migration and parallel runs.

• Whether they can assess candidates’ vendor-neutral architecture judgement, not just platform familiarity.

• Relationships with implementation partners, and how the firm manages any conflicts of interest.

4. Change management and leadership

• How they test for stakeholder influence at executive level across HR, Finance and IT.

• Examples of candidates with a track record managing programme recovery or a failed implementation, plus how they evidence it.

• Experience with unions or works councils and with employee communications around pay-critical changes.

5. Process and commercial terms

• Named consultants who would run your search, their individual tenure, and their own track record.

• Search methodology: talent mapping, market intelligence, and how they reach passive candidates in Europe.

• Diversity of shortlists, and any ESG or equity reporting they provide.

• Fee structure (retained or contingent), guarantee and replacement terms, and exclusivity or off-limits restrictions.

• Two or three client references from payroll or HR systems director hires, ideally speaking to someone who made a comparable appointment.

Tips

• Ask each firm to walk you through one placement end to end, including what went wrong. Weak firms stay at the headline level.

• Check LinkedIn for the named consultants’ actual tenure and past roles. Firm-level claims often outstrip individual experience.

• Consider a dual approach: a specialist payroll/HRIS firm for market access, plus a retained search firm if you need executive-level assessment and confidentiality.

I can draft an RFP or a scoring matrix for comparing the firms if that would help.
