Several UK agencies specialise in payroll recruitment, and these are the ones I’d approach first. Most of the directory listings I found are from 2018 to 2025, so check that each is still trading and that its details are current.

Payroll specialists

• Portfolio Payroll (part of The Portfolio Group): describes itself as the UK’s longest-established payroll specialist recruiter. It recruits only payroll professionals at all levels, across permanent, temporary and contract roles, and is a corporate partner of the CIPP, the Chartered Institute of Payroll Professionals. That partnership includes a payroll test written for it by the CIPP, which is useful for screening a Payroll Manager shortlist. • JGA Recruitment (James Gray Associates) : covers payroll, HR and reward, with permanent, contract and interim professionals. Payroll Manager is among the roles it lists, and it won Best Small Permanent Agency at the 2020 RDLC Awards. • Payroll Elite : offers contract and permanent payroll recruitment. I only found a 2018-19 directory listing for it, so confirm it is still operating. [flippingbook](https://online.flippingbook.com/view/254688/55/)

Large generalist with a payroll practice

• Hays : its Payroll Management arm recruits across a range of UK industries and focuses on payroll roles. It may suit you if you want national reach and a wider candidate pool. [flippingbook](https://online.flippingbook.com/view/463504591/57/)

Suggestions for the process

• Brief them on the handover deadline. Give each agency the departing manager’s notice period and last day, and ask how many candidates they could realistically place who could start before then. Notice periods for payroll managers are often one to three months, so a start date before the handover ends may be hard to hit.

• Ask about interim cover. Agencies that also place interim or contract staff can provide a stopgap if the permanent hire can’t start in time. Portfolio Payroll and JGA both list contract and interim services.

• Compare terms. Ask each agency for its fee percentage, its rebate or replacement period if the hire leaves early, and whether it will work on the role non-exclusively. Two or three agencies is usually enough.

• Be specific about the role. Say which payroll system you use (for example Sage, Iris or ADP), roughly how many employees you pay and how often, and any pension, multi-entity or international requirements. These details help an agency target the right candidates.

• Check salary expectations. Ask for a recent payroll salary survey, since pay in this field varies with region and complexity. Portfolio Payroll was running a 2025/26 survey.

If you tell me your location, industry, payroll size and the notice period, I can help you draft a briefing note to send to the agencies.
