The search turned up a few firms with clear payroll-specific evidence, so I’ve split the shortlist by how well I could verify each one. I couldn’t find independent data on placement quality, so treat this as a longlist to test with the questions below, not a ranking.

Shortlist

Strongest payroll-specific evidence

• Frazer Jones. Its head of payroll recruits executive payroll and benefits professionals with UK, EMEA and global remits. The firm offers executive search alongside permanent and interim recruitment. It is the obvious first call, though “leading” is their own claim. • Middlemore. It describes itself as a specialist executive search firm covering global payroll, HR, HRIS and finance. It explicitly lists governance, compliance and vendor management among its areas, and it is active in the Global Payroll Association community. This looks like a good fit for a controls-rebuild brief, but check how much of that is search versus project and contract staffing. Broader HR or shared services firms, with a payroll angle

• Robert Walters. It is currently running a Group Head of HR Shared Services search whose remit includes payroll operating model, governance and supplier management. That suggests it understands the adjacent profile, but it is a generalist. [robertwalters](https://robertwalters.co.uk/humanresources/jobs/otherspecialistpositions/1912579-group-head-of-hr-shared-services---contract-to-perm.html)

• Hays and Morgan Hunt. Both place HR operations and payroll leaders, but the roles I found were mostly mid-level. Ask whether they genuinely run director-level mandates.

Retained executive search (from general knowledge, not verified in search)

• Korn Ferry, Spencer Stuart, Russell Reynolds and Egon Zehnder are options if the role sits close to the CFO or CHRO and you want a formal, retained process. They are rarely payroll specialists, so insist on seeing who would actually run the search and whether they have placed a payroll or shared services director before.

My suggested approach is to run Frazer Jones and Middlemore as the core pair, and add one retained generalist only if the board wants a wider, more formal search.

What to ask them

Governance and controls

• Which of your last placements inherited a control failure, and what did you screen for to confirm the candidate had fixed one, not just run a stable operation?

• How do you separate someone who designed controls (segregation of duties, reconciliations, variance checks, audit trails) from someone who merely complied with them?

• How do you test for experience with SOX or ISAE 3402 type assurance, internal audit and external audit interaction?

• Will you ask candidates to walk through a specific incident, covering root cause, remediation and what they changed permanently?

• How do you handle candidates who were in post during a failure? What is your view on judging accountability fairly?

Vendor management

• How do you assess experience with multi-country models such as in-country providers, aggregators and a global platform, and with moving between them?

• Do you check for hands-on commercial skills: SLAs, KPIs, service credits, exit and step-in rights, and managing a vendor that is underperforming?

• Can candidates show a vendor consolidation or transition they led, including the data migration and parallel-run approach?

• How do you verify claims about vendor outcomes? Do you take references from the vendors themselves?

Senior stakeholder skills

• How do you assess credibility with the CFO, CHRO and audit committee, particularly the ability to explain a failure plainly and without defensiveness?

• Do you use structured assessment (case exercises, scenario interviews, psychometrics), or is it largely your consultant’s judgement?
